First impressions, as they say, are most important. Visiting dignitaries, area citizens and those who do business with the city of Grants Pass will experience first hand, Websters definition of the term. Manager David Frasher (pronounced Fray-sher) is most able to produce a vivid impression upon those he meets. His memory is uncanny, his mind is sharp and youre immediately greeted with a keen sense of professionalism and charm. The city has good reason to be proud of him. His resume is an interesting read.
Manager Frasher is a member of ICMA, the International City/County Management Association. He is a highly professional administrator that manages the inner workings and day-to-day operations of a municipality. This, he says, frees elected officials from these time consuming tasks and empowers them to provide leadership, determine what services should be provided to the towns people, lobby the state legislature on the communitys behalf and communicate with constituents.
REPORTER: What is your professional view of the citys form of government?
MANAGER FRASHER: I believe its very effective and I might add the staff here at City Hall is exceptional, and I say that with reference to other places where I‘ve worked. Before I came here, I did my due diligence. The Daily Courier wasnt online at the time, and there was a lot of needed information that I just couldnt get. So I called other city managers around the state and two or three different times, unsolicited, they said to me that the executive staff group here has a state wide reputation of excellence. I was impressed with that but when I got here I found that it was all very true.
The Manager continued, We have had recent turnovers in some of those positions and are trying to replace them with people who are just as good as the ones we had. So that is a bit of a challenge right now. Ive appointed four major department heads, a new city attorney, human resources director, a finance director and a new public works director. This has been a real challenge for me as I think the city council should expect good judgment from their manager. You always have a finite amount of finances and resources to recruit talent to your organization, I know these folks have a lot of responsibility and the work they do is going to be a reflection of that, if I made a good decision to begin with. I take that really seriously because if history is any indication, these folks will be with us for a long time. If you are in these positions of authority and here for a long time, you will certainly have a big impact on the community, and I want it to be positive.
REPORTER: May I ask why you wanted to be a city manager?
MANAGER FRASHER: I chose this job because I didnt want to be bored and thought I could make a difference and make the world a better place in which to live on my own little scale and feel effective doing it.The City Manager is really a supporting arm to the elected officials, they set the overall policy where they want us to go and its up to me to see that it is executed. I think a professional manager is really an empowering agent for the elected officials to be successful. When they say these are our top priorities, somebody is going to get a report card at the end of the year on whether we did those things, and that somebody is whoever that manager is. I cant imagine how frustrating it would be to be an elected official and not have that sort of champion person thats going to go out and make those things happen for you.
REPORTER: A little bit about David Frasher?
MANAGER FRASHER: I was a practicing attorney and a member of the Alaska Bar Association. I was in law enforcement for ten years in Independence, Missouri, which included time as a homicide detective on the Metro Squad and I worked in the crime lab with CSI for about a year. Im a hiker and I recently took up playing the guitar. I have a passion for sports cars but, gas prices had a definite effect on that. I love to spend time with my family and friends. I have family in Kansas City that come out in the summers to visit and I have a couple of nieces and nephews I like to spoil.
REPORTER: A current hot topic for Josephine County is the possible hiring of a professional manager. Would you advocate this approach?
MANAGER FRASHER: Absolutely. A credentialed manager, such as an ICMA member, is needed to get the county back on track. Ive met the County Commissioners over the past few years and find they are decent people trying to do a good job. What I see is good people trapped in a failing system. I think the structure of the system is holding them back. It isnt a lack of desire, or necessarily a lack of commitment to the community or a lack of education. It doesnt really matter how educated you are in a system sort of designed for conflict. It appears to be a system that kind of ties your hands.
REPORTER: Whats the answer to the countys financial woes?
MANAGER FRASHER: The Task Force they appointed came up with some good recommendations which were well founded. Many of the things they recommended I would agree to if I was the countys consultant. I think one of the things that holds the county back is that every decision by the Commissioners is highly politicized. And this is not by design of the personalities we talk about; its the fault of the system. You can take the best possible people and put them in that system and youll have confusion and conflict. My staff has trouble at times with one directive. With three, as in three county commissioners, its practically impossible even with all being highly qualified, if such was the case. They wouldnt know where to go or how to get there. In other words, it would be chaotic by design, and that is the situation with the county.
Lets say the city has 22 departments and their concern is whos going to get the lions share of a particular resource or whos supposed to get what program to work with. When the County Commissioners have that discussion, its in front of the media often on TV and there is all of these political overtones to it that hold back sometimes a very cogent and open discussion and maybe a thoughtful argument about what should be done. The city settles that stuff here in a professional way through analysis in meetings we have at staff level, so by the time it gets to Council, those terms and details have been addressed, Council can make a decision and we move on. To me, its far more efficient and its not laced with un-necessary political overtones, which I think is whats happening at the county level.
The Manager added, Giving credit to the county system, there was a time in our history where this type of commissioner form of government made sense. Due to our contemporary complexities, the service levels and technicalities involved, the nature of the decisions that have to be made and the time in which you have to make them; the expectations of voters and our in general are all so drastically different than they were 100 years ago. The system just wasnt designed to change with all of those changing dynamics. And this is why the ICMA was founded. As within the old system, especially in larger cities, abuse and corruption flourished with the Strong Mayor form of government. You would have relatives of elected leaders receiving contracts and top positions in government. The corruption in American history is well documented and inspired the entire movement toward professional city managers to reduce that kind of stuff and restore some credibility to government operations.
REPORTER: Could the current County system be reformed or repaired?
MANAGER FRASHER: I dont believe the current system is fixable in its current form.
Some of the suggestions by the County Task Force, such as increase the number of Commissioners to 5 or 7 or more are a good idea this makes sense from another perspective, as well. We have 9 elected officials in Grants Pass and about 34,000 citizens. The county has a population of about 82,000 and only 3 officials. So, there is much less diversity and representation. The increase of commissioners will assist with political issues too, as you have more voices to advocate the cause and explain to the constituency. During the last proposed county levy there were only 3 officials to educate the public. This was in addition to running the day to day operations. I dont believe there is a chance of succeeding within that environment. It isnt humanly possible.
REPORTER: What will it take?
MANAGER FRASHER: At least 5 commissioners and a qualified professional county manager that they are willing to empower. This could lead to a more stabilized government and in turn help our economic development efforts because any investor who is risking dollars within a community will want to know the political and operational stability of the environment in which they are investing? The county has some of these factors and yet the city is trying to attract positive investors to the community as part of our economic development initiatives, sometimes its challenging. The more stable our area, the more attractive we are to investors. We want to work with the county and yet I have to be careful as I dont want to come across as all-knowing and have the magical answer. Its going to be a difficult challenge for the County Commissioners, no matter, and I want to respect their right and the voters.
REPORTER: How do city and county government operations compare?
MANAGER FRASHER: Our offices are about 200 feet apart. We have access to the same talent pool, the same education system, the same tax base, many of the same land use regulations and state statutes, the same street system, water system, transportation and, the same economic development opportunities. So these two organizations have all of those things in common yet when you look at the fiscal and financial stability and the long term sustainability of operations, the difference between the two government entities is like day and night. Now, why is that? Is it just because one received timber receipts all of these years or some sort of windfall from a piece of legislation? Thats part of it, certainly. But, I would like to think if it had the right structure, somebody would have been thinking that this current government structure isnt sustainable and needs to be redesigned to be less political and more professional. This would have lead to a different result because we have a very different result in the city structure.
REPORTER: Funding the county operations is the big picture today. How should it be accomplished? Is the sales tax (a preset percentage tax charged on goods you purchase, usually exempting food, drugs and big ticket items) idea a workable one?
MANAGER FRASHER: Sales tax would have to be small enough so you wouldnt drive to a neighboring town for a big ticket item. Or those items would have to be, in some way, exempted. The most effective financing streams for any government are always those, as in a business, utilizing diversity. The more diversity you have within the finance structure the better off you are. A sales tax, as a principal, especially if its a modest amount is a good approach as far as stabilizing the system they are looking at. The difficulty with a sales tax is that it should be at least on a regional level and better yet on a state level. If youre going to do a sales tax, the best possible scenario I think, would be a state-wide amount. Eventually, Oregon will probably be forced into it as when we compete with neighboring states, we are paying that tax. We are dealing with it. When we are not charging the same thing, we are also subsidizing our visitors, to some extent. And tourism is one of the fastest growing components of our local economy. I have family that comes in from Missouri. When we go out to eat and its time to pay the bill, they are dumbfounded when they dont see a sales tax at all, even 2 or 3%. They are used to seeing that. They wouldnt object. They do come here in big numbers in the summer and have a big impact on the service delivery. You and I are paying our share and they are not.
To rely on a straight sales tax or just a straight property tax can have social ill consequences. Thats why I think a common sense balance lies somewhere between those two funding mechanisms. It makes more sense as a matter of social policy and makes more sense from a professional business perspective.
REPORTER: Any thoughts on Sheriff Gilbertsons District Tax idea? (See Meet Sheriff Gilbertson in this section)
MANAGER FRASHER: I think that may be a viable approach and I expect Grants Pass voters would be more likely to support something if they feel they are not paying twice and I think the idea of having a jail district separate from rural patrols will give people a choice. It will take an educational process but I think it will be more supportive by Grants Pass citizens. They want a safe environment and are willing to pay for it.
REPORTER: You have been a resident of Grants Pass and Josephine County for over two years now. What do you have to say about our corner of the world?
MANAGER FRASHER: I love it..its people..the natural beauty and ‘Its The Climate.

Kate Hudson has just tumbled into the backseat of her SUV, narrowly escaping the small swarm of paparazzi awaiting her outside the downtown Manhattan spot where she was having lunch. The driver is pulling a series of turns to elude a particularly pesky photographer on a bike, but Hudson has just as quickly shifted her attention to more pressing topics. You know how, with Martha Stewart, theres an aesthetic consistencylike you look at it and you know: This is Martha Stewart, she says, her eyes squinting in concentration and her voice solemn. s how a wedding should be. From the ribbons on the bridal partys bouquets to the ribbons on the place cards to the ribbons tied around the menus. Will your look be woodsy? Will it be modern? Everything. Must. Be. Consistent.
Its jarring to hear such instructionsdelivered as they are with OCDflavored intensityissued from the mouth of Hudson, hippie chick of Hollywood, she of the peasant blouses and Bob Dylan references. Her mother, Goldie Hawn, has never officially married her partner of 25 years, Kurt Russell, and Hudsons own wedding, at age 21, was an über relaxed and untraditional affair (We didnt even have invitations; we just called people) in which she married a shaggy, formerly drug-addled rock star, Chris Robinson of the Black Crowes. Oh, and the marriage ended in divorce last year. She is also a woman who famously neglected to have her sons hair cut for a full three years after his birth, not caring that he was routinely mistaken for a girl or some sort of street urchin.
Hudson, 29, blames her nuptial mania on having just finished filming Bride Wars, which she produced and stars in opposite Anne Hathaway. Annie and I would talk about this stuff constantlywe were obsessed with The Knot! she says, referring to the wedding Web site and magazine.
Not to worry, though. Hudson hasnt yet morphed into the shrill neurotic she played in her 2003 box office smash, How to Lose a Guy in 10 Days. The bohemian Kate is still here, still clad in flowy florals (today its a Bally chiffon sundress), still interrupting conversation to loudly break into song and sway when a Radiohead tune comes on the speaker system. She has spent the morning making appearances all over town to promote David Babaii for WildAid, the new paraben-, sulfate- and petroleum-free hair-care line she developed in tandem with her hairstylist. We need to start paying attention, she says gravely, to how were harming ourselves and our environment.
It is one of the stickiest days of summer, and not 10 minutes after we sit down to lunch, the environmentally conscious hole-in-the-wall restaurant shes chosen has a blackout. We lost power! Hudson yells out happily to no one in particular and giggles. Feeling sweat beads forming at my temples, I suggest that, if the electricity stays out for longer than a few minutes, we think of a plan B. Nah, Im cool, she says. As long as the gas in the kitchen is still working, so we can eat our tofu balls!
Kate is really comfortable with herself, and that makes everyone around her comfortable, says comedian Dane Cook, her costar in My Best Friends Girl. Due out in September, its a vulgarity-filled romantic comedy that barely manages to stay this side of an NC-17 rating. s one of the boys, in the sense that you can throw her into any situation, and theres no ewww factor with her.
When the ceiling fans switch back on a grueling five minutes later, Hudson barely notices. Shes too busy scarfing down edamame and talking about her favorite subject: her son, Ryder, whos four. s super she says between bites. I just signed him up for tennis camp. Hes very good at riding a bikeno training wheels. And hes skiing! I was at that age too, but not as good as he is.
Hudson was only 24 when she gave birth to Ryder, and the fact that she spent what many would consider their prime Hollywood partying years breast-feeding and packing lunches doesnt really make much of an impression on her. Am I gonna look back and say, God, I wish I could have gone to that that concert? she asks, making the same sour-lemon face of disdain she gives repeat costar Matthew McConaughey when he says something particularly idiotic onscreen. d rather be listening to my son sing songs. Id rather be watching him sleep.
Of course, her first years of motherhood were anything but conventional. When Ryder was a baby, he and Hudson went on tour with Robinson and his band. I miss living on the road, she says, flashing a devilish smile. ll always miss it. But her greater concern is making sure that Ryder feels his dads presence, even when hes not around for weeks at a time. (Its an issue that strikes close to home: Her biological father, musician Bill Hudson, was absent from her life from the time she was an infant; when she refers to her parents, she is talking about Hawn and Russell.) We iChat with Chris constantly, she says. No matter what is going on in my life, relationship-wise, Chris takes absolute precedence. Its important for Ryder to hear me say how wonderful Chris is, and how much Chris misses him.
Romantically, though, Hudson has moved on. As anyone whos recently passed a newsstand knows, shes spent the past few months frolicking with new beau Lance Armstrong. Tabloidsand even The New York Timeshave been reporting on the actress and the legendary cyclist in situations both naughty (making out in Cannes) and nice (they dined Brady Bunchstyle with both their children and Robinson and his girlfriend in Brooklyn on Fathers Day). Hudson all but acknowledges the relationshipher barely contained excitement pretty much gives her awayalthough shes trying to rein herself in, something that clearly does not come naturally. s so hard for me, because Im so open, to hold back. I could really just go on forever about this stuff, she admits, having learned to be more discreet about new relationships. Husbands, however, ex or otherwise, are another story: We can talk about Chris till the dogs come home. I married Chris, I had a baby with Chris, Chris will be in my life for the rest of my life. But everything elseve learned that things are better left private until youre actually planning the wedding.
There it is again: the W word. For all her bohemian trimmings, Hudson is, it turns out, a traditional gal at heart. She loves beauty products and trading clothes with her friends. She bakes (though she wont eat her own concoctionsshe says shes a hearty eater but doesnt do sugar), watches Oprah and writes in a journal daily. Years ago Oprah had this show where she said to write down three things a day that youre thankful for and see what happens. I started doing that and couldnt believe where it led, Hudson says, citing short stories about sad breakups and stream-of-consciousness entries about her life as the sorts of things that now fill her pages.
Though early in her career she would chain-smoke and make blasé statements about recreational drug use, these days, she doesnt go in for artsy pretension. To describe her recent trip to the New Museum in New York, she cobbles together a little collage on our lunch table of a used straw, a tiny ball of paper napkin, her sunglasses and the tin of desserts she has ordered to bring home for Ryder. The art [there] is like this. And you have to stand there and sayhere, she furrows her browI think it represents conflict. She gives the Goldie-clone smile, an impish grin that features teeth many a Hollywood dentist would consider too small: It wasnt my thing.
Dont confuse her breezy frocks and crusade for safer hair care with flakiness, either. As Hudson makes clear, her own and Hathaways characters in Bride Wars were exaggerated versions of their actual personalities. I play the classic extrovert, and shes the classic introvert. She sort of goes with the flow, gets a bit walked over sometimes, while Im that got-it-all-figured-out, everything-needs-to-be-done-my-way, take-care-of-everything type. And thats kind of how we are.
Lynda Obst, the prolific producer who worked with Hudson on How to Lose a Guy in 10 Days, calls her a real girls girl. She loves women, and she knows the difference between friendships and alliances. Obst believes this has played no small part in her box-office success with such films as You, Me, and Dupree, The Skeleton Key and Fools Gold. s the girls girls who are the true stars. Because female audiences can identify the actresses who arent, and they dont flock to their movies.
Indeed, Hudson, whos prone to earnestness, quickly gets maudlin when it comes to her family and friends. I have a supersolid family, she says. We have the best time together, just a blast. She has a couple of close male friends from high school (she name-checks actor Cash Warren and NBA star Baron DavisUncle Baron in our house! she effuses) and a real solid group of girlfriends, about six of us who are really tight. A lot of them are from when I was little, and were still superclose. A solid group of girls will get you through anythingbelieve me, I know. I feel bad for the women who dont believe that, she adds. Shes surprisingly sappy about other topics tooand today, love is among them. Every girl wants a fairy-tale ending, says Hudson. And I believe its possible. Absolutely.
One thing shes not sentimental about, though, is acting. Growing up, she says, she had more fun in gym class than in theater class. Sometimes [in theater class] I just felt like, Stop with the talkingjust do it! she says, realizing aloud that she sounds like a Nike advertisement. I dont like to analyze; I just like to put it out there. She still plays regular pickup games of soccer, and one gets the feeling that going head-to-head with her on the field would be a physical risk. Her figure is svelte, sure, but also, to borrow her favorite adjective, solids no fragile waifand her demeanor is marked by a calm confidence. s fearless, says Cook, who likewise resorts to sports lingo in describing Hudsons approach to filming My Best Friends Girl. She jumps cannonball-style into the deep end.
Perhaps the most truly free-spirited thing about Hudson is her constant pursuit of fun. It is, to her, the motivation for and solution to almost any situationand the key to her parents lasting happiness. I think its their trick, she muses. When the hard stuff starts to hit, they meet at this fun place where they can play. I think you need to find somebody you can play with. Of course, this guiding principle is hardly a safeguard against difficult times, which Hudson understands all too wellapart from her very public divorce, she was reportedly devastated by Owen Wilsons attempt on his life shortly after a romance between them ended, though she wont discuss the incident publicly. She admits that her approach to life is hardly risk-free. I have this personalityand theres a downside to it toobut I have this thing where its like, okay, Ive chosen to bungee jump off this ledge, she says. I have to do it. And if the cord snaps, well, I might as well enjoy the ride down.
One suspects she loses little sleep over the common criticism that, since her Oscar-nominated turn in Almost Famous, shes made a string of all-too-similar romantic comedies that have done little to show her range. You never know how a movie is going to come out, says Hudson, who has a chance to prove the doubters wrong with her next two films: Big Eyes, a drama in which she plays painter Margaret Keane, and the musical Nine, Rob Marshalls film adaptation of the Broadway show, in which she was recently cast alongside Daniel Day-Lewis, Marion Cotillard and Judi Dench. When it comes to critics, authors and musicians like her ex-husband are the ones who, she thinks, have the tougher burden. When you are writing a book or a song, you are putting your words and your ideas out there. Its all you. But at the end of the day, I was just a piece of the puzzle, and yeah, Im the one who has to go out and sell [the movie]. But I can really dissociate myself from a film once I finish working on it. You have to.
Ask Hudson about a particular film, and shes far more likely to tell you about how much fun she had on set than about her character or process. I laughed so hard with Jason Lee, she says of filming Almost Famous. My connection with himeverything about his sense of humor just got me. And Luke and Owen! she exclaims, referencing the Wilson brothers, with whom she worked on Alex Emma and Dupree, respectively. Man! I cant get through anything with those two. Her choice of My Best Friends Girl was also driven by her expectation of a good time. ve never laughed so hard, she says. I got to film in a strip club and say lots of swear words. Ive never really gotten to curse in a movie!
Her approach to acting might leave many of her peers cold. But its worth noting that shes not the first easygoing blond to carve an impressive career out of light comedic faresome of it good, some of it not, all of it endearing if only because its star appears to have had the time of her life making it. Hawn followed this same formula, and it turned her into an American sweetheart, even if she did subject us to Protocol. So Hudson comes by her take-nothing-too-seriously attitude rightly. Jul 22, 2008 (Daily Press - McClatchy-Tribune Information Services via COMTEX) The big-name developer lined up to buy the Marquis at Williamsburg has either chosen to pass or was rejected by the projects main lender, and the 240-acre property is headed back to a foreclosure sale Friday.
York County officials now believe the bank that loaned the money for the property, CIT, will buy the property at foreclosure. CIT is working with a company called Western Development to determine the best way to finish the project and pay off contractors owed more than $8 million and bondholders owed $32 million in the future.
The original developer of the project, Premier Properties, went bankrupt and its founder now faces criminal charges. The secondary lender on the project, Dominion Capital, seized the limited liability company that Premier had formed to own the land and manage the development.
Dominion has been scrambling to recoup its $24 million loan to Premier by finding a new developer to finish the project, along with several others it took from Premier in May. DeBartolo Development had signed a letter of intent to develop the properties for Dominion, but the Marquis is now off the table.
When the foreclosure occurs, Dominion will essentially be walking away from its investment and any liabilities associated with the project. Washington, D.C.-based Western Development Corp. must find a way to make the project profitable while still paying off unpaid contractors.
Jim Noel, economic development director for York County, said Western has shared some preliminary ideas with county officials. Any substantial changes to the original plan of 1.1 million square feet of retail, restaurants, office space and a hotel would need to be approved by the county.
Western is already working, for lack of a better term, to re-invent the project, said Noel. ve got some concepts and ideas in the direction theyd like to take the center.
Finding a buyer for the project has been complicated by having two lenders trying to recoup money loaned to Premier for the Marquis. York County also helped set up a community development authority that sold $32 million in bonds to pay for public infrastructure. Those bonds must be repaid by taxes collected at the site.
CIT is foreclosing on the original $69 million loan it made to Premier so it could buy the land and pay for the design and public approval process. That loan was due on Nov. 20 last year eight days before community development bonds were sold but Premier could not pay it back and still owed $60 million.
On Nov. 27, the day before the bonds were sold, CIT negotiated to extend the due date until February 2008. By then, Premiers troubles that had started early in the previous fall were becoming public and it stopped paying all of its debts.
Now the bondholders, municipal bond funds, need the project to move forward so it will generate taxes to pay off the bonds.
CIT had also said in July 2007 that it would lend up to $130 million to Premier to build the first phase of the project. But that offer carried conditions, and Premiers problems meant that it never got the loan to build the Marquis. The bonds were sold without the construction loan in place.
The loan from Atlanta-based Dominion, which makes risky, so-called mezzanine loans, was intended to help develop the property as Premier awaited its construction loan. As Premier was tumbling toward bankruptcy, Dominion seized the development company for the project, which made it the new owner of the Marquis.
Dominion had hoped DeBartolo could find a way to develop the property and ensure repayment of Dominion, CIT and the unpaid contractors. But CIT had control as the primary lender of whether the property would be foreclosed on and given to a new developer.
It is not clear if DeBartolo dropped out and Dominion gave up trying to find a new developer or if CIT refused to approve any Dominion plan.
Kevin Rotty, the Morgan Keegan bond counsel for the Marquis deal, said the economics of finishing the project might improve if the debt to Dominion is wiped out in the foreclosure. The obligation to pay off the bonds transfers to whoever buys the Marquis property.
Noel said Western wants to take over the project in a way that pays off the liens held by local contractors and generates enough revenue and taxes to both profit and pay off the bonds.
Their intention is to try and make them whole, said Noel.
